For the cheat mode to work, you need to turn on the console. Open your file “\ My Documents \ 18 WoS Pedal to the Metal \ config.cfg” with Notepad. Replace the line:

on

Start the game, press the [~] (tilde) button to bring up the console, enter the following codes into it:
