During the game, press the [~] (tilde) key to bring up the console, where you enter:

Open all fractions:
Open the file “[game folder] \ Data \ world \ maps \ campaign \ imperial_campaign \ descr_strat.txt” with Notepad. There you will see a list of nations that you can use at the start of the game, as well as non-playables. Move factions from a closed block to a playable block. Save the file and start the game, all factions will become available.
