To enable cheats you need:
Civilization IV: Cheat Codes Free Download
Find the “civ4config” file located in the Sid Meire’s Civilization IV installation folder (by default “C: / Documents and Settings / User / Application Data / Firaxis Games / Sid Meier’s Civilization 4”). In this you need to find change the line “CheatCode = 0” to “CheatCode = chipotle”
After applying “CheatCode = chipotle”, open the console in the game with the “~” key and type the command “game.toggledebugmode”. Next SHIFT + T to open CheatDialog to get gold and technology.
Keyboard shortcuts for getting the cheat code:
“ctrl” + “shift” + “left_click” – set city / unit.
(unit) “Ctrl” + “+” – raise the level.
(city) “+” – end production in the city.
(city) “Shift” + “+” – add 1 to the city population.
(city) “Ctrl” + “+” – add 10 to the culture of the city.
“Ctrl” + “W” – world editor.
(unit) “Shift” + “[” – decrease unit strength by 0.2
(unit) “Shift” + “]” – increase unit strength by 0.2
“Ctrl” + “4” – 1000 gold
