These levels represent the amount of resources required to construct a building for each of the five levels. Change one (or all, if necessary) of them. For instance:

Modification of ships:
Using a text editor, modify the “shiptypes” file in the “\ East India Company \ Data \ AI” directory. This file contains the configuration of all ships: price, amount of HP, number of guns, volume of hold, etc. Changing this file will change the gameplay as the AI uses the same settings to buy and use their ships.
