This, is N00B menu, an new internal menu for GTA V.
To Open, use Insert, or LB + RB on Controller
use Arrow Keys or Numpad to navigate.
To install, put Noob.nob and dinput8.dll in the GTA V Directory.
This works both on Steam and SC.
Also, if you can’t open the menu after that, try to install the Microsoft C ++ Redistributal 2015 x64 AND x86.
