Torchlight 2: Tip (Non-decreasing Charge)

To get a non-decreasing charge, you need to gain more than 100% decrease in the rate of charge decay. When recruiting exactly 100%, there are times when the charge decreases.
Works in single player and multiplayer games without mods, with some mods it sometimes does not work.
