The file contains all the available elites, various skins on each weapon and skins on all other operators.
Instructions:
1.) Load save file
2.) Go to explorer then F: \ Program Files (x86) \ Ubisoft \ Ubisoft Game Launcher \ savegames \ (numbers) will be different if you have steam or Uplay version.

If you have multiple accounts, you can simply delete the lines of text and numbers and run the game on the account you want to use it on and your account will appear.
3.) Go to “635” or “1843” and delete the save named “1.save” and place the downloaded file there.
4.) Open the Uplay client, click the three lines in the upper left corner, go to settings and uncheck the box next to “Enable cloud sync for supported games”.
5.) Finally, restart Uplay and start Siege. You should now have headgear, body armor and weapon skins unlocked for each operator.
