RaceTraitSliderGroupDefs.xml contains cheap traits besides the traits. there is no binding to points only to the choice of quantity
StarbaseModuleDefs.xml is written for each base improvement module, adding a certain percentage of hit points (strength), and also at the end of the file a module has been added from the beginning of the game to expand the base coverage area by 5 sectors
