NOTES
City Editor: open the city information menu, then activate the editor options, they will be applied to that city.

Troop Editor: open the information menu of the unit, then activate the editor options, they will be applied to this unit.
“Max Stats Cap” option is not permanent, when you disable this option, statistics cap will return to normal.
