If you’ve been tracking the Enigma from where you picked it up north of Damascus Gate Prison, head south through Harbiyah and you’ll pass through the district naturally.
Once you arrive, don’t stay at street level. The clue specifically tells you to view the area from the heights, and that’s not just flavor — the colorful fabrics are most visible from above. Climb to any rooftop near the southwest section of the district. You’re looking for a narrow corridor between buildings where large triangular cloth panels are stretched overhead in red, yellow, and blue. They’re the kind of canopy arrangement common in AC Mirage’s Baghdad market areas, but here they hang lower and form a distinct covered passage.

Look for the southwestern end of the fabric corridor specifically. The gazebo sits there, not midway through the passage. If you enter the corridor from the north end and walk straight through, you’ll reach it after passing under the full span of the cloth overhead.
Collect the Treasure from the Gazebo
