To complete it, head to northeast Karkh, enter the warehouse between the Sharqiyah and Tabik Gates, collect all three Harbormaster notes using Eagle Vision, then exit the area to close the case and unlock the Al-Kullulu assassination objective. The full sequence takes around 15–20 minutes if you know where to look.

The notes are the main sticking point. Three of them are scattered across the warehouse grounds, and without Eagle Vision active they blend right into the environment. Here’s exactly where each one is and how to reach them cleanly.

Finding the Confiscation Warehouse Location

The Confiscation Warehouse sits in the northeast corner of the Karkh district, tucked between two landmarks you can use as anchors: the Sharqiyah Gate and the Tabik Gate. Both are border crossings toward the Wilderness South, and the warehouse falls roughly halfway between them along the eastern dockside edge of the district.

Open your map and look for the harbor area in northeast Karkh. The warehouse is a large enclosed compound — not a single building, but a fenced storage complex with multiple structures inside. If you’ve unlocked a Viewpoint in the area, fast travel there and head east toward the waterfront.

Before entering, patrol the surrounding streets. There’s an Order member in this area carrying a Lost Book, and missing that collectible means backtracking later. Tag any guards you spot on the perimeter with Eagle Vision before committing to a route inside.

Where to Find All Three Harbormaster Notes

Once you’re inside the compound, activate Eagle Vision immediately. The three notes glow yellow — the same highlight as most readable documents in the game — but they’re easy to walk past if you’re focused on the guards. All three are within the warehouse grounds; none require entering locked rooms or rooftop access.

Note 1 is near the main entrance of the central storage building, sitting on a crate at ground level. It’s the easiest to spot because the entry area is relatively open and lightly guarded.

Note 2 is toward the back of the compound, closer to the water. Look for a smaller outbuilding or lean-to structure near the dock-facing wall. The note is on a surface inside or just beside it. One or two guards patrol nearby — wait for their backs to turn before moving in.

Note 3 is elevated, placed on or near a raised platform or scaffold in the compound’s interior. It’s the one most players miss on first pass because the natural sightline from ground level doesn’t catch it. Use Eagle Vision while standing in the open center of the compound and look for the yellow highlight above eye level.

Read all three. Basim will react to each one, and the objective marker updates as you go. You don’t need to collect them in any specific order — all three just need to be examined before the case resolves. Once the third note is read, leave the warehouse area entirely. The case doesn’t close until you physically exit the compound boundary.

How to Assassinate Al-Kullulu

Leaving the Confiscation Warehouse triggers the next objective: kill Al-Kullulu, the Harbormaster. The target is located at the Harbor Camp north of the warehouse, which puts him close enough that you don’t need to fast travel.

Al-Kullulu doesn’t move much. He stays within the camp, which is a moderately guarded area with a clear weak point: a Marksman positioned on the central structure. That Marksman is the first priority. He covers most approach angles to Al-Kullulu, and any attempt to reach the target while the Marksman is active will almost certainly result in detection.

Take the Marksman out from range — a thrown knife or a silent arrow from a rooftop approach works cleanly. Once he’s down, use Eagle Vision to lock Al-Kullulu’s position. If you have a Favor token, this is a reasonable place to spend one on an informant to reveal his patrol pattern, though it’s not necessary if you’ve already tagged him visually.

Al-Kullulu’s guard density is moderate but not overwhelming. The most reliable approach is from the north or northwest, using the camp’s edge structures for cover. Get above him if possible — a rooftop air assassination removes any detection risk during the kill itself. The target has no special combat abilities; the challenge is purely in getting close undetected.

Completing the Coin, Corruption, and Tea Quest

After Al-Kullulu is dead, the game instructs you to return to Roshan at the Bazaar. The Bazaar is back in central Baghdad — use a fast travel point if you’ve unlocked one nearby. Head to the objective marker and trigger the conversation.

This initiates a cutscene that wraps the Coin, Corruption, and Tea questline. It’s a meaningful story beat, so don’t skip it if you’re following the narrative. Once the cutscene ends, the quest is marked complete and your active case slot opens up.

You’re now free to pick up a new case from your investigation board or continue building toward the next major target. The Coin, Corruption, and Tea questline feeds into the broader Order investigation, so completing it moves the main story forward — not just a side objective.

Tips for Avoiding Detection Inside the Warehouse

The Confiscation Warehouse has a predictable patrol structure, which means it rewards patience over aggression. A few things that make the difference:

  • Enter from the rooftop. Scaling the outer wall and dropping in from above bypasses the densest guard cluster near the main gate. It also gives you a clear overhead view of note positions before you commit to ground-level movement.
  • Don’t sprint between notes. Guards in enclosed compounds like this respond to sound triggers faster than open-world patrols. Walking between objectives keeps noise cones from activating.
  • Prioritize the elevated guard near Note 3. There’s typically one guard on the raised platform area near the third note. Eliminate him quietly before grabbing the note — his line of sight covers the approach and the exit route.
  • Eagle Vision has a cooldown window. Activate it in short bursts rather than holding it continuously. This keeps Basim’s movement responsive and avoids the disorientation that comes from extended use in tight spaces.
  • Don’t loot bodies mid-objective. The temptation to grab resources from downed guards slows your pace and increases exposure time. Clear the path, get the notes, exit. Loot on a second pass if needed.

What to Do After the Quest Wraps

With Coin, Corruption, and Tea done, you’ve knocked out a significant branch of the Order investigation in Karkh. The district still has content worth revisiting — contracts, collectibles, and a few investigation threads that open up as the main story progresses.

If you haven’t fully cleared the Karkh district, this is a natural stopping point to sweep for anything missed: Gear Chests, Mysterious Shards, or any remaining Viewpoints you skipped earlier. The northeast quadrant near the warehouse tends to have a few collectibles in areas you’ve already scouted, so the legwork is minimal.

The next active cases will likely push you toward other districts. Check your investigation board after the Roshan cutscene — the newly unlocked objectives will indicate whether to stay in Karkh or move on. Either way, completing this quest puts you in a solid position heading into the second half of Mirage’s Order hunt.
