Everyone had a resolution problem in Worms Forts Under Siege, I can tell you how to fix it.

We go to the shortcut of the game, there we write the following parameter:
/ RES = 1024×768 or other resolution.

You can also remove screensavers.
/ nomovies

If the mouse gets out in the game, I can only advise you to lower the mouse speed in Windows itself.

Nothing comes to mind with scan rate.
